If you name the folder after the exif date, then it should not change even if you put new items there. But if I understand you correctly you are not naming the folders, you are just looking at the timestamp, right? So, what you want to do is to put the dates in the folder name.

In Flash Renamer you can try this:

If you apply this to folders, it will look inside the folder for the first file and try to read the exif date from it.
