First you need the VB6 runtime files:

Then you need some more files. There is no general download for these files, but if you download my program Flash Renamer the required files are distributed with it:
http://www.rlvision.com/flashren/about.asp
Just install it to get the files. You can uninstall it directly if you don't want it, but it's a great program so I don't know why you would want to uninstall it! ;-)
