I think that Flash Renamer should be able to help you! The "mp3 tagger" function will let you clear/edit the two fields you want to.

Command line is available. First create a "preset" that performs what you want, and then call this preset from the commandline. It could look something like this:

FlashRen.exe /p c:\download\*.* /r "my preset" /f

I suggest reading the manual about both presets and command line. It's not very hard, just to much for me to explain in an email.

Another way to use the preset is to simply right click on the files in Windows Explorer and choosing the preset from the Flash Renamer context menu! If you ask me that is the most convenient way to use FR!
