There is a bug in Windows Installer that causes this on some computers. You can find more info and possible solutions here:

You might also want to try to update Windows Installer. There is also a cleaner for Windows Installer that you can try.
I'm very sorry that this is happening to you, but you have to blame Microsoft for this. I'm not using Windows Installer in any kind of way.
