There is no portable installer, but you can just copy the application folder and it should work.
The settings are stored in the registry on the particular computer it is running on. This is a problem if you need "stealth".
Finally, there are some .dll files that you need to copy to the program folder in order to make sure you can get it to run. When starting, it will complain if it does not find the files. You should be able to just copy them. Then try running the program again (a few times if needed).
Licensing is no problem if you are the one using the program. Basically I say that you can use the program on one computer used by many people, or on many computers used by you.
