After doing some research I think I know why it is not working. You see, it is not possible for a 64bit process (explorer) to load a 32bit shell extension (the menu). At the moment I can not fix this. I did however find a page with a workaround - to run the 32bit version of explorer:

This might not be a good solution, but it would be very interesting for me to know if running this on your computer would show the menu!
