All you really need to do is to use the music rename function:
It will probably be enough for your needs.
But....
This is what I see when opening the file in WinAmp:
As you can see, the tag is not properly filled out. Only the album tag is set.
But opening the file in a hex editor reveals that there is actually some kind of id3v2 tag present. I can't say right now why neither WinAmp or Flash Renamer reads this. It might be damaged.
I will return with more info when I have looked into this.
