Yes, it's .dat and not .bin (at work I use files named .bin so I must have confused the two when I wrote it)
If you still have settings.dat then please send this file to me. Then you can delete the file. I believe that your problem will be solved then.
I will have a look at the error messages. By having your setting.dat I think it will make it easier to find the problem.
Finally, you should definitely upgrade. You don't have to register again or anything like that. Just install the new version!
